Pervasive rumours in Cuba that blacks are maltreated are baloney. Where else can you find black ballet dancers but in Cuba. Nowhere else. Another rumour circulated was that homosexuals are singled out as workers in collective farms. Another falsity!
You might want to look at Glenda Elizabeth Gilmore, Defying Dixie: The Radical Roots of Civil Rights 1919-1950, USA, W.W. Norton, 2008. I haven't read it in detail yet but it acknowledges the importantearly role of CPUSA in the civil rights movement. She draws on the now available Comintern records to write a powerful history of this era.

Good question! In the early Comintern, the British CP was prominent in discussions of the colonial question. At the Fourth Congress, British delegates spoke strongly on the obligations of "metropolitan" parties toward colonial subjects, and a British delegate joined in a statement of protest that the congress was not paying enough attention to this issue. However, the topic you pose is vast. It's important to study this not only from the point of view of the British communists but from that of the communist groups in formation in the colonies, especially India. One Indian scholar has written -- with an eye to the Stalin period -- that the "colonial" parties fared better when they were spared the attentions of their comrades in the colonizing power.

Very informative, but why nothing on the CPGB, which, as I understand it, ignored the injunctions emanting from Moscow?
It's important to understand that the appearance of a Marxist, pro-Bolshevik trend in the Black nationalist movement was a response to both the SP's race neutralism and Garveyism's comprador/race-centric vision. See Winston James' indispensable Holding aloft the banner of Ethiopia: Caribbean radicalism in early twentieth-century America (Verso 1998).
